  • Chair, lead and facilitate a Hazop study of a chemical trial due to be undertaken at Dstl Porton Down. Provide recommendations to Division management and deliver a report to the project/trial management. 1.Prepare for Hazop by reviewing backgroud information such as process description, P&ID diagrams plant photographs and safety & operating manuals for the process. 2. Agree composition of Hazop team 3 Define the nodes to be studied 4. Agree guide words to be used 5. Undertake Hazop analysis 6. Draft Hazop report including all recommendations arising and present findings to stakeholders 7. Provide clarification or guidance regarding to any questions arising from the Hazop report. Substantial experience (min 10 years) as a HAZOP Chairman for high hazard facilities, for example,nuclear plant, bio-hazardous plant, toxic chemical plant or conventional industrial plant. Extensive experience of the production and management of safety cases for high hazard facilities would be an advantage e.g. toxic chemical plant, experimental facilities or explosives handling facilities. At least Masters level education in a technical subject

Comfortable in a busy and changing environment, they must be sufficiently skilled and flexible to support a range of different P3M subject areas.

Key tasks and deliverables will be based on the subject areas in the person specification including the creation of key programme documentation.  
 
Additional Requirements

The post holder is responsible for the overall programme and day to day running of their projects, this includes management of studies, design, development, production, support and/or integration of specialist systems.  
This is to be completed whilst keeping within allocated financial budgets, commercial guidelines and agreed timescales as well as undertaking the following: Programme/project management Guidance on the content and staffing equipment requirement documents, procurement strategies and business case submission. Acquisition through life management plans. Staffing contract documentation through commercial and finance staff. Chair meetings. Safety and environmental management plans and safety case reports and chair safety meetings. Risk management plans and risk registers for projects, including risk reviews during project meetings. Monitor and control financial aspects of each project or contract.  
Produce forecasts of outturn and support the EP planning process. Prepare technical briefs, costing analysis, status reports and meeting minutes/notes. Liaison with all relevant agencies. Experience of managing Information Communication Technology (ICT projects). Experience of the MOD/DE&S assurance process to achieve gated submissions. The post holder must be able to work under his/her own initiative with minimal supervision, have a flexible approach to the day tasks required of a project manager and cope with a challenging workload. Good communication skills in dealing with customers, contractors etc and a sound knowledge of DE&S procurement processes. DV clearance is essential and must be a sole UK National
Experience of managing Information Communication Technology (ICT projects). Experience of the MOD/DE&S assurance process to achieve gated submissions.
