Role & Responsibilities
  •  Formalise, design, agree and implement processes and training that will enable Dstl to demonstrate how it effectively and efficiently manages 4Cs (namely Control, Co-operation, Communication and Competence), and that it has competent, qualified and experienced people to discharge its legal and moral responsibilities. Main duties: 1. Complete a cradle to grave review of Dstl's and its facilities management contractor's current 4Cs policies and make recommendations for areas requiring improvement as well points of interface between the two policies and any potential risks and or issues that need immediate action 2. Develop a 4Cs improvement plan which includes key milestones and deliverables 3. Provide weekly progress updates to the Head of H&S and H&S Programme Manager Specific Requirements: 1. Review and amend where relevant the 'Workplace Safety' arrangements in the Dstl Management System (MS) to reflect the inputs, outputs and assurances of contractors and visitors to achieve 4Cs. Electronic copies will be available to the successful contractor and revised, finalised version will be required in a suitable format to meet Dstl Document Policy Requirements 2. Ensure that the above arrangements meet current and applicable legislative requirements, MOD Standards, industrial standards and Dstl Policy Processes and Guidance. 3. Review and Implement Core 4Cs Processes including: $2022; Planned Preventative Maintenance (PPM) $2022; Plant and Infrastructure Changes $2022; Reactive Maintenance $2022; Site Rules and Handbooks 4. The above processes have been mapped and await interface with Dstl, the Dstl FM Provider and the MOD standards. 5. Provide a suitable competency system for implementing 4Cs roles. Include appropriate briefings and training to build defined competencies. 6. The system will be based on the Dstl Learning Journey Format (see attached template) and will include key roles including: $2022; Head of Establishment $2022; Duty Holder $2022; Building Manager $2022; Workplace Supervisor $2022; Host 7. Formally monitor via pre-defined audits and inspections the effectiveness of the 4Cs arrangements at set schedules as agreed at contract start. Audit standard to meet Dstl Policy requirements (see attached annex). The following outputs are required: 1. Processes that link to Dstl H&S Policy, 2. Guidance for the processes that link to the Workplace (exisiting guidance where applicable requires review) 3. Interfaces with Dstl's FMS provider's arrangements for 4Cs 4. Competency Assessments of current persons adopting 4Cs roles 5. Training Courses that target critical roles within the 4Cs system 6. Monitoring activities to assure effective implementation. 7. Provide weekly progress updates to the Head of H&S and H&S Programme Manager ? Knowledge of JSP 375 ? Experience of delivering H&S within Defence ? Competent H&S (CMiosh) ? Experience in process design ? Experience in provision of training ? Competent in FMS (BiFM)
