Role & Responsibilities
- Senior Maritime Analyst required in the preparation for Combined Operational Effectiveness and Investment phase (COEIA) Background Dstl is supporting DE&S in the procurement of the future Royal Navy Mine Countermeasures and Hydrographic Capability (MHC) to ensure maritime freedom of movement. The Project is a DE&S Category A programme (with whole life costs of £3 billion (2014), in the last 15 months of the initial five year Assessment Phase (AP1a). AP1a tasking to Dstl requires delivery of a Combined Operational Effectiveness and Investment Appraisal (COEIA) and Operational Analysis Support Paper (OASP) to the MHC Project Team. These two major pieces of work are critical to the formulation of the Business Case which will form the MHC Review Note (RevN) submission to the Investment Approvals Committee (IAC) in quarter 1 of 2019. Analyst tasking Reporting to the Project Technical Authority (PTA), provide technical support to the PTA and Military Advisers (MAs) involved with the MHC project. Support MHC related Working Groups (WG). Report progress at Stakeholder Meetings. Represent the PTA at meetings. Complete a review of the relevant MHC analysis gathered to inform the MHC Review Note. $2022; Activity Output - Defined information list Prepare the COEIA and the OASP to inform the Review Note 2019 $2022; The COEIA is a repository and will bring all the operational effectiveness, investment appraisal evidence and calculations together. $2022; The OASP summarises the COEIA's breadth into one report and will feed the RevN Business Case. $2022; Preparation will be addressed by delivering the following five activities: o Understanding and collation of inputs - Dstl will understand and determine in consultation with DScrutiny the evidence requirements for the RevN to be met by the COEIA and the OASP. $2022; Activity Output - COEIA 30 Sep 18, and OASP 31 Nov 18. o Production and maintenance of Dstl OADAL - Dstl will populate and maintain an OADAL for AP1a as part of the Concept of Analysis strategy and in accordance with best TQ&A practice. $2022; Activity Output - Dstl OADAL (for inspection as required) incorporating data above OS - ongoing through remainder of AP1a; Interim status 31 Mar 18 and final at 31 Mar 19. o Need(s) analysis and modelling - to be developed in order to populate the COEIA. $2022; Activity Output - Progress briefing to MHC PT 31 Mar 18. COEIA input FY18/19. o Number(s) (scaling) analysis and modelling - to be developed in order to populate the COEIA. Analysis must generate the operational effectiveness evidence for Needs and Numbers (N&N) based on an endorsed capability requirement traceable to policy, and best-available data. $2022; Activity Output - Progress briefing to MHC PT 31 Mar 18. COEIA input FY18/19. o Scope initial Cost-Capability Analysis - this Task sets the foundations for Cost-Capability Analysis (CCA) of agreed CCA options analysed in the COEIA. Activity Output - Draft CCA options for discussion with MHC PT FY18/19. Senior Maritime Analyst who can establish and document user requirements & taking them through delivery and implementation. Have experience of applying a range of data analytical methods to problems and to aid decision makers. Have a good understanding of system methodologies, working in an agile manner to maximize the quality of data analysis and its impact on design and development.
