Main Duties and Responsibilities: Working within a commercial team to deliver programme objectives; Supporting colleagues to achieve targets in relevant timescales; Developing successful working relationships with external suppliers. Contributing to procurement and contract strategies; Compiling and issuing tenders; Administering contract amendments; Providing commercial advice and guidance to the wider business; Ensuring all procurement activities are within budget; Ensuring all activity undertaken is in line with government regulations and best practice.
Postholder will provide the commercial support across all of the OPC programmed activities providing assistance in the development of Invitation to Negotiate (ITN) documentation in conjunction with DIO Commercial and internal project team colleagues. The postholder will also be expected to attend project meetings, workshops as required with responsibility for capturing follow-on actions, evidence gathering, etc. The C2 postholder may be expected to attend overseas project specific site visits as well as supporting the commercial/price evaluation process for each project. The postholder will also be responsible for the set-up and administration of AWARD e-tendering & evaluation tool including liaison with bidders on system operation throughout.
Interim resource is required to deliver the required commercial support associated with the latest agreed OPC programme; The first procurement for Gibraltar has now commenced with PQQ documentation due to be issued towards the end of Jul 19.
Key outputs will include management of the Gibraltar Invitation to Negotiate (ITN) process including finalisation of ITN documentation, Attendance at bidder’s site visits/engagement events and tender evaluation. The individual will also be required to support concurrent commercial activities associate with the remaining procurements in South Atlantic islands, Cyprus and Germany.
• Management of sourcing activities, including:
o Understanding, advice and application of EU, UK and department procurement legislation.
o Effective cross-functional team working with Project Teams / Customers and stakeholder management
o Identification, management and mitigation of procurement risks
o Support and provide oversight of appropriate advertising and supplier selection
o Support and ensure compliance of development and management of bidder packs, supplier clarification and tender evaluation.
Minimum Requirement: Flexible to travel - 1/2 visits per month within the UK in respect to project team or wider DIO/TLB customer engagement. Possible requirement for overseas travel (1/2 week periodically) to attend project site visit(s)
