Senior Commercial Manager - 16095

£ 487.03 - £ 487.03 per day
Main Duties and Responsibilities: Achieving and reporting on savings and efficiencies achieved with costs including spend, scrappage, usage and inventory levels; Executing end to end procurement processes, including data collection, document preparation, negotiation, contract award, contract management and supplier relationship management; Managing communication with suppliers and internal stakeholders; Communicating priorities and business plans to internal and external stakeholders whilst ensuring that all programmes and projects deliver to time, cost and quality requirements; Developing and motivating staff; Setting standards and values for the team, ensuring effective communications with staff are in place; Defining, analysing and interpreting financial data confidently. 

Job Description 

Postholder will provide the commercial lead across all of the OPC programmed activities including finalisation of Invitation to Negotiate (ITN) documentation in conjunction with internal project team and relevant SME support including Willis (Insurance) and Mills & Reeve (Legal). Attendance at project meetings, workshops as required and to provide advice/support to commercial team colleagues when necessary to support concurrent commercial activities across the OPC programme. The C1 postholder will be expected to attend overseas project specific site visits as well as participating in the commercial/price evaluation process for each project.
Interim resource is required to deliver the required commercial support associated with the latest agreed OPC programme; 

Key outputs will include management of the Gibraltar Invitation to Negotiate (ITN) process including finalisation of ITN documentation, Attendance at bidder’s site visits/engagement events and tender evaluation. The individual will also be required to support concurrent commercial activities associate with the remaining procurements in South Atlantic islands, Cyprus and Germany.

Role requirement:
- Management of sourcing activities, including:
- Understanding, advice and application of EU, UK and department procurement legislation.
- Effective cross-functional team working with Project Teams / Customers and stakeholder management
- Identification, management and mitigation of procurement risks
- Lead and provide oversight of appropriate advertising and supplier selection
- Lead, co-ordinate and ensure compliance of development and management of bidder packs, supplier clarification and tender evaluation
Security Clearance: SC ideally active but can accept candidates willing to undergo
