Minimum Requirement: 
1. Project Delivery. Accountable for creating and leading a project to ensure it delivers agreed outcomes within time, cost and quality constraints.
2. Project Management. Day to day running of the project team, providing effective leadership and management controls. You will adopt appropriate project management delivery methodologies, managing the effective transition between project phases, and helping to design the project structure and organisation appropriate to stage. The Project Manager will be responsible for building a motivated and capable team to deliver the project, developing capability and fostering an inclusive culture of innovation.
3. Stakeholder Management. Coordinate the development of business cases, tracking delivery within budget. Schedule / manage resources to deliver the project independently or within a small team.
4. Risk Management. Identify and manage collaborative stakeholder relationships, actively engaging and bringing in senior level support when required. In most cases this will mean managing both internal and external relationships as appropriate.
5. Project Performance and Controls. Identify, monitor and manage project risks and issues, develop mitigating strategies and escalate as appropriate. Identify and work with related projects to manage interdependencies.
6. Business Transformation. Develop and maintain the project plan, identifying and recommending appropriate project controls, providing key reports to support reporting progress to sponsors.
7. Governance and Assurance. The Project Manager will provide key reports and support effective governance and decision making. They will also be responsible for cascading the vision for the project and set up or support the appropriate project assurance.
8. Business Transformation. The Project Manager will be responsible for ensuring the strategic fit of the project with the wider organisational strategy and actively engaging with stakeholders to ensure the project remains viable.  
 
This includes putting in place effective processes to document any changes to deliverables, and ensure that they are communicated and agreed with the relevant stakeholders.

There are several technical artefacts that will be required in order to ensure that the I&O components, such as scheduling and listing and components in CTSC, are able to function effectively. The business programme is currently undergoing a scoping and prioritisation exercise, which will result in a change request for further funding and resource, but in order to support development and articulation of the technical scope and delivery model, the digital workstream needs to urgently appoint experienced delivery managers who will be able to define and design the technical elements of the projects. A business case for the approach, resources and funding to enable delivery of the solutions will be prepared and this will provide the financial cover for both the programme and technical team. One of the highest priorities for the Civil Service is improving commercial capability across Government, a priority being driven by the Commercial Capability Programme (CCP). 

Phase one of the Commercial Capability Programme (CCP) has been to setup the Government Commercial Organisation (GCO) that recruits, retains, develops and grows senior commercial talent, helping to drive commercial best practice and improved commercial outcomes.

ROLE OVERVIEW

Job Description; 
We are looking for 3 Business Change Managers to play a key role in supporting the delivery of change initiatives in the function. 
Defence is embarking on a new approach to transformation that will best support this mobilise / modernise / transform agenda by developing stronger cross-cutting Functions to address today’s challenges and future threats. A number of candidate transformation programmes were initially identified; one of these was People. The People Transformation Programme is now growing and its vision is to deliver Defence People who are motivated, engaged and committed to Defence and whose talents are integrated in the delivery of Defence outputs.

The GLD Immigration Teams are responsible for the successful conduct of immigration public law cases. The primary task of the successful candidate will be to successfully manage their own caseload of public law challenges to Government immigration decisions.  
 
Main Duties/Responsibilities
The GLD Immigration Teams require an experienced litigation lawyer to conduct their own demanding caseload of immigration cases.  The successful candidate will be given extensive responsibility for their own cases with appropriate supervision after a period of induction.  Developed experience of litigation case handling and an ability to work independently and under pressure are essential.  Drafting pleadings and advices forms a substantial part of the work and good written skills are also an important requirement of the role.  Substantive advocacy is not required though opportunities to use advocacy skills are available for suitably qualified and experienced people.  
 
Outputs/Deliverables to be achieved
Following an induction period, the successful candidate will be expected to take responsibility for their own caseload subject to supervision. Substantive written work will be routinely checked for the first three months and it is expected that the successful candidate's day to day work should not require routine checking by the end of this period. By this stage the successful candidate should have displayed effective case working skills including in communication, drafting and planning to meet case deadlines. The successful candidate should be seen to be working effectively with clients and colleagues and be displaying a positive and helpful attitude in the conduct of their work.
